1. Background of Omia Agribusiness Development Group

Omia Agribusiness started operations in 2018 after identifying a gap of limited access to affordable climate smart inputs, extension services and limited access to profitable markets resulting in low yields, food insecurity and abject poverty.

Omia Agribusiness sales and distributes smart climate agricultural inputs to last mile farmers through 13 outlets spread across the country. The company has established a network of agents that helps with last mile access and demonstrations of the best agronomic practices and technologies in Agriculture. We have also developed a USSD code *284*173# that helps farmers to access all our services at the comfort of their farms without need for internet or a smart phone. We provide free on farm extension services to ensure farmers succeed in their farming initiatives.

Omia Agribusiness also provides Market solutions for farmers produce by providing market information, buying back farmer output and linking farmers to other off taker eliminating the brokers who often take advantage of farmers. Omia Agribusiness Development Group Ltd is an agribusiness enterprise working to ensure every farmer in Africa has access to genuine, quality, and affordable agricultural inputs, technical support, and markets for their produce.

2.       Project Summary:

Omia Agribusiness Development Group is one of the Seven partners implementing Sustainable Inclusive Youth Employment Pathways (SIYEP) for young women aimed at equipping 258,000 rural young women with technical vocational, entrepreneurial and agribusiness skills to help transition into world of work (dignified and fulfilling) by 2030. The SIYEP project is a five-year initiative from 2025 to 2030 funded by Mastercard Foundation, led by AFARD, and implemented by Omia Agribusiness Development Group Ltd, African Agricultural Incubation Network (AAIN), Agromax, URDTI, TRIDI and Guide Leisure farm (GLF). For Omia Agribusiness Development Group, project aims to empower 70,000 young women between 18-35 years in the West Nile districts of Yumbe, Adjumani, Obongi and Nwoya through targeted skilling in agriculture, entrepreneurship and access to market.

Practical training materials and guides.

The project adapted Extension Officer’s training guides on horticulture production from UBTEB and previous project, a review was conducted by the project and technical gaps were observed in the manual. For instance, the manuals cover scanty aspects of tomatoes production; this makes it irrelevant and less useful for the instructors. Secondly, the current training covers only five enterprises and the project is promoting 10 enterprises among project participants. This will limit the capacity of instructors to cascade training effectively for the enterprises not covered in the manual and consequently affect the quality of training.

To ensure Extension officer’s effectively cascade training to project participants and maintain high standards of training, there is a critical need to review and update existing extension materials to be fit-for-purpose for project staff instructors and young women participants.

3.       Purpose

To develop Agricultural Extension Officer’s Practical Training Guides Under the Sustainable Inclusive Youth Empowerment Pathways Program (SIYEP) For Young Women.

4.       Objective of the Assignment

The overall objective of this consultancy is to develop and standardize agricultural extension practical training guide and training materials in agronomic practices for ten (10) enterprises which among other include; Tomatoes, Onion, Watermelon, Ccabbage, Green paper, Rice (super), Maize, Sesame, Soybean, Ground nuts.

Specifically, in this assignment the consultant will;

  1. Develop training manuals for the mentioned value chains, taking into consideration contextual issues of northern Uganda.
  2. Provide up-to-date and standardized user-friendly training materials for both agricultural extension officers and community facilitators covering all the ten enterprises.
  3. Enhance knowledge and skills of front-line agriculture extension officer in horticulture production.

5.       Scope of Work

The selected consultant will be responsible for comprehensive review of the current agricultural extension training manual:

6.        Target Audience

The developed training materials will be used by the Extension officers (for training young women), community-based facilitators, and local government officials for oversight and acceptance.

7.       Deliverables

The consultant will deliver the following outputs:

  • Inception report: Detailing methodology, work plan, and tools for the review.
  • Draft revised practical training guide: A comprehensive, updated training guide for review by the client.
  • Validation workshop report: Documentation of feedback from reviewers/ editors in the industry
  • Finalized training manual: A polished, illustrated, and user-friendly manual (in English language).
  • Trainer’s guide/FAQ sheet: A supplementary guide for conducting Training of Trainers (ToT)

8.       Duration of the Assignment

The consultancy is expected to be completed within a period of 60 working days from time of signing the contract.

9.       Reporting and Supervision

The consultant will:

  • Report directly to the Chief Operating Officer (COO) with support from Project Manager-SIYEP and Chief Executive Officer (CEO) of Omia Agribusiness Development Group.
  • Work closely with the technical team led Chief Operating Officer, Branch Managers and Marketing Manager.

10.   Required Qualifications and Experience

The selected firm should demonstrate:

  1. Master’s degree in crop science, Plant protection, Agronomy, Horticulture science, Agricultural Extension, Agricultural Education, or any other relevant field.
  2. Proven experience (at least 5-7 years) in developing, reviewing, and implementing agricultural extension training materials.
  3. Expertise in participatory, adult-learning methodologies (Training of Trainers).
  4. Strong understanding of sustainable agriculture, current practical climate-smart practices, and gender, and social inclusion (GESI).
  5. Excellent writing and editing skills in English.

11.   Evaluation Criteria

Proposals will be evaluated based on:

  • Technical capacity and portfolio of previous work (40%)
  • Understanding of the assignment and proposed methodology (20%)
  • Qualifications and team composition (20%)
  • Financial proposal and value for money (20%)

12.   Submission of Proposals
